President

Frederic Quan is the president of the Optoelectronics Industry Development Association (OIDA).  

He is a technology expert whose skill is in converting technical advances to revenue producing businesses.  His technical work involved many cutting edge technologies collaborating scientists with large companies, universities, and government agencies.  Quan was instrumental in establishing several industry groups, the IDCC, (www.IDCC.org), and the GMIC, (www.GMIC.org) to foster mutually beneficial partnerships between commercial companies and government agencies.

Quan had a distinguished 31 year career at Corning Incorporated retiring from the Science & Technology Group as a senior manager.  His assignments at Corning included positions in several business operating units successfully working in research, engineering, business development, marketing, and sales.  One of his key accomplishments was starting Corning’s specialty fiber business.  While with the fiber optics division, as the first engineer on the project, he helped pioneer solutions to many of the early problems with the technology as it transitioned out of the research lab.  He has four patents and has authored many technical papers and magazine articles.  He has given short courses in fiber optics at George Washington University for 18 years.  Currently he has been a guest lecturer on technology transfer at the USDA Graduate School stressing the importance of the hi-tech business model.  

Technically trained as an electronics engineer, Quan had worked previous to Corning as a circuit design engineer with Hazeltine Corporation, now a unit of BAE Systems.  His academic credentials include a BSEE from the Polytechnic Institute, Brooklyn, NY and an MBA in finance and marketing from Adelphi University, Garden City, NY.  

A decorated combat veteran of Vietnam, honorably discharged as an officer with the US Army Corps of Engineers, his mine sweep and obstacle clearing activities earned a Bronze Star and an Army Commendation Medal.  He is an avid fisherman and loves outdoor activities.
